Hundred percent administrative expenditure of the ICDS project is borne by the Government of India . The expenditure on processing and transportation of supplementary nutrition is borne by the Government of Uttar Pradesh . The supplementary nutrition provided by the State Government is Amylase Rich Energy Food and Weaning Food . As a unique intervention of child development care, ICDS has been able to draw the attention of the international community. A number of bilateral and multilateral funding agencies viz. International Development Association (IDA), UNICEF, USAID, Swedish International Development Agency (SIDA) and NORAD have come forward to support this program. In addition to this Soya Oil is provided free of cost from the international organization ' CARE '. The processing and transportation charges of the processed nutrition material to the project units is borne by the State Government . As a sequel to IDA's assistance to ICDS, the Government of India desired that the third phase of World Bank Assisted ICDS be initiated to universalize and strengthen existing ICDS in the states of Kerala, Rajasthan, Maharastra and Uttar Pradesh and also include Tamil Nadu in the program's fold to consolidate gains made under World Bank assisted TINP.
