valign="top"><p>&nbsp;</p> <p align="justify" class="style2"><strong>The ICDS programme was introduced essentially to reduce the incidence of malnutrition among children in India However, with the passage of time, it was realized that the programme was unable to provide quafitative services needed to bring about a behavioral change in the upbringing of children In the initial days, all effort were focused mainly at the expransion of the programme and to supply supplementary nutrition to the malnourished children, as a result of which, the impact to the scheme was restricted to few areas only. </strong></p> <p align="justify" class="style2">A lot of water seems to have flown during the last thirty since the inception of the ICDS Programme is now being run in all the blocks of the country. More and more children, women and adolescent and girls are benefiting from the services being the rendered under the programme. The program envisages primarily at benefiting the children upto 3years, pregnant and lactating women (hailing from the poorest sections of the society). Given the fact that out the six services being provided under the ICDS program, four of them (immunization, health check-up, referral services and heath &amp; nutrition education) are bring provided though health department, it is all the more important to ensure better co-ordination and communication with the functionaries of the heath department as well. </p> <p align="justify" class="style2">The responsibility of providing pre- school education to children (aged between 3 to 6 years) lies on the shoulder of the Anganwadi Worker (AWW). The primary objective is to ensure enrolment of children (aged 6 years) in school. This demands better co-ordination and communication with the education department. </p> <p align="justify" class="style2">The data pertaining to malnutrition are clearly shows that majority of the children suffering from malnutrition are below the age of 3 years. In majority of cases, malnutrition generally sets in at the age of 11 months or so. The incidence of malnutrition geneally happens due to wrong heath practices, erroneous beliefs and behaviors pertaining to malnutrition, inability to provide adequate food and the like. </p> <h1 class="style2">Establishment of IEC Cell </h1> <p align="justify" class="style2">The aforementioned issues can be addressed only if the IEC component adopted under the World Bank funded ICDS-III program is included in the main program document. This envisages setting up of IEC cells at the Stats, zone and district level. These cells would aim at the following  </p> <ol class="style2"> <li>To develop IEC strategies based on communication need assessment (CAN) and implement the same at the Project level. <li>To develop IEC material as per the requirement and effectively moniter its usage. <li>To develop modules for special training like communication skills, participatory methods etc and provide training on the same for capacity development of the employees. <li>To conduct impact assessment and operational studies at regular interval. <li>To co-ordinate with different departments and organize joint trainnigs. <li>Should launch special campaigns from time to time. <li>To commemorate various weeks/ months as declared by the Government of India (Gol) <li>To accord high priority to malnutrition control. <li>To sensitize the policy makers towards importance of malnutrition among children/women. <li>To develop communication strategy at the State level for bringing about a behavioral change/ habits towards heath and nutrition among children and women household/ community level. </li> </ol> <p align="justify" class="style2">In this regard, it is proposed to appoint an IEC officer co-ordinating the activities of the IEC Cell at the State level. Furthermore, at the zonal level, it is proposed to deploy officers of the Department of Women &amp; Child Development who would be assisted by an IEC Expert (of the rank of a CDPO or a dedicated and committed Mukhya Sevika) . This cell would assist the State level IEC officer in the overall implementation and monitoring of the various activities being undertaken at the zonal/ mandal level. The zonal officers would be responsible for generating awareness among the masses and popularizing the various components of the ICDS programme in their area. </p> <p align="justify" class="style2">In this regard, it is also proposed to organize various workshops and symposia at the zone/ district level in which the representatives of the IEC Cell would also be required to participate from time-to-time. In addition, it is also proposed to celebrate the foundation day of the Department as ICDS Day involving participation of all concerned- from the State level down to the AWC level. It is proposed to organize melas, workshops, symposia, sports activities for children and other cultural programmers on this occasion. Furthermore, it is also proposed to felicitate the best performing functionaries/ officials (based on their overall performance during the year) on this day- with the primary focus being to motivate the project personnel in performing better and thereby to popularize the various services imparted under the ICDS programme as well. </p> <h2 class="style2">Setting-up of a IEC Committee </h2> <p align="justify" class="style2">It is proposed to establish an IEC Committee for ensuring technical and financial support from various national and international agencies towards the development of various IEC strategies for strengthening the ICDS programme in the State.
